“To require the Federal Communications Commission to issue an order providing that a shark attack is an event for which a wireless emergency alert may be transmitted, and for other purposes.

This Act requires the FCC to issue an order that would authorize mobiles providers to send text message alerts warning of local shark attacks.

The law’s name sake is LuLu Gribbin, a teenager who survived a shark attack that left her severely maimed. It is believed that had she been warned of an attack that occurred at the same beach a short time before, the attack would have been prevented. Read more about LuLu here.
