Bill to Address Risks Associated with Using AI in Small Business Contracting


A bill has been introduced in the House that would require low-level regulation of artificial intelligence when used in contract administration between the federal government and small businesses.

House Resolution 8662 would require the Administrator for the Small Business Association to “take such actions as may be necessary to implement the recommendations contained in the report of the Comptroller General of the United States titled “Artificial Intelligence: Uses and Risks for Small Business Contracting and Innovation Research.”

“AI tools may also produce inaccurate or irrelevant results if the underlying data are not complete or accurate.” ~READ the Government Accountability Office’s recent report on the risks associated with the use of artificial intelligence in small business contracting.

The SBA Administrator will have 45 days from the date of enactment of this bill to produce a detailed implementation plan for review by Committees on Small Business of the House and Small Business and Entrepreneurship of the Senate. The plan should also include requirements as noted in the memo “Accelerating Federal Use of AI Through Innovation, Governance, and Public Trust,” produced by the Office of Management and Budget (OMB).
