Representative Tom Cole working to push a bill through Congress that would designate more than $40 billion dollars to the Department of Homeland Security. According to the text, the bill provides $1,690,380,000 to the Management Directorate “for operations and support, including fleet modernization,” alone.
The bill includes tracking requirements of funds granted under this law, such as the Secretary of Homeland Security being required to submit a “report not later than October 15, 2026 to the Inspector General of the Department of the Homeland Securit listing all grants and contracts awarded by any means other than full and open competition,” for FY 2025-2026.

- Office of the Secretary
- Office of the Inspector General
- US Immigration and Customs Enforcement
- Transportation Security Admin (TSA)
- US Secret Service
- FEMA

In addition, administrative requirements for additional funds granted to the Department through public laws PL 118-59 and PL 119-21. The bill also distributes funds under the Robert T Stafford Disaster Relief and Emergency Assistance Act.
