RECISSIONS ACT OF 2025

To rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on June 3, 2025, in accordance with section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974.


This Act rescinded the budgets for several government programs and non-governmental agencies receiving government funding. Initiated by President Donald Trump, Congress voted to pass this Act under the provisions of the Impoundment Control Act of 1974, which “requires the President to report promptly to the Congress all withholdings of budget authority and to abide by the outcome of the congressional impoundment review process,” [Government Accountability Office  The Impoundment Control Act of 1974].

This Act rescinded well over $10,000,000,000 in funding. The highlights:

  • Contributions to International organizations- $563,080,001
  • Bilateral Economic Assistance-Funds Appropriated to the President (various programs)-$10,338,000,000
  • Department of State- Migration and Refugee Assistance-$800,000,000
  • Multi-lateral Assistance-International Financial Institutions,Contributions to the Clean Technology Fund-$125,000,000
  • Funds Appropriated to the President, International Organizations and Programs-$436,920,000
  • United States Agency for International Development-Funds to the President, Operating Expenses-$125,000,000
  • United States Institute of Peace and Related programs-$15,000,000
  • Corporation for Public Broadcasting- All allotted amounts have been rescinded for FY26-27
